In 2012, City Council set an ambitious strategic goal to bring a higher education institution to Carlsbad. After conducting research on models of higher education recruitment and benefits of higher education institutions to local communities, the city contracted K. Backus & Associates and Appleseed, Inc. to help conduct an in-depth analysis of regional academic offerings and develop a strategy for a successful recruitment process. In January 2014, City Council voted to encourage the use of City-owned property in the heart of the city’s business hub for higher education purposes. In May, the City of Carlsbad released a Request for Expressions of Interest to gauge interest from the higher education community domestically and abroad.
